Stress Testing: From the Government's "bank stress tests" to Making Stress Testing an Ongoing Process
Earlier this year in response to unprecedented financial market turmoil, the Federal Reserve and other bank supervisors launched a "Supervisory Capital Assessment Program" (also know as the "bank stress tests"). The program was designed to evaluate whether the nineteen largest U.S. bank holding companies had a capital buffer sufficient to withstand losses and allow them to meet the credit needs of their customers in a more severe recession than is anticipated. Results were announced on May 7, 2009. This session will briefly describe the bank stress tests and then provide suggestions as to how to make stress testing a part of an ongoing process that all financial institutions should consider.
